第一報告：若枝 一憲（わかえだ かずう）（在クリチバ日本国総領事館・首席領事）
　題目：「第二次世界大戦時のブラジルの対日宣戦布告の背景」」
　討論者：子安昭子会員（上智大学）
　概要：１９４１年１２月のパールハーバー攻撃を受け、ブラジル政府は翌年１月に
米州外相会議を自国内で主催し、会議最終日の１月２８日に中立政策を放棄し、枢軸
国との国交断絶を決定した。その後、１９４２年８月３１日に対独伊宣戦布告を行う
が、対日宣戦布告を行ったのは１９４５年６月６日であり、米国の陣営参加の圧力を
受け続けていた米州諸国の中で、最も遅く対日宣戦布告を行う国となった。当時のブ
ラジル政府の意思決定については、日本側のみならずブラジル側でも十分な先行研究
がなされていない。報告者は2017年12月に「第二次世界大戦期のポルトガル及びブラ
ジルの中立政策の変遷と比較」と題目とする博士論文を執筆しており、今次発表では
、右博士論文に基づき、かかるブラジル政府の意思決定に関して、外交史研究の立場
から成果を報告するものである。

第二報告：Marcos Aurelio Guedes de Oliveira（Universidade Federal de Pernambuco）
題目: Rise and Fall of South American Security and Defense Integration
討論者：山岡加奈子会員（アジア経済研究所）
概要：The end of the Cold War forced South America to adopt a strong policy of cooperation to
survive the emerging international system. MERCOSUL resulted from cooperation between Brazil
and Argentina in order to consolidate democracy and to bring together South American countries
toward economic growth. The Brazil-Argentina nuclear agreement represented a key step in this
process. The SOUTH AMERICAN UNION represented a step forward to bring all regional nations
towards a dialogue in development and security. The South American Defense Council was a first
step to foster a dialogue among South American countries to protect themselves against an
increasingly unpredicted world. The Brazilian vision of a multi-polar international system appeared
to become a reality with BRICS. Nevertheless, the impact of a global dispute within UNASUL and
between the US and China have led Brazil to abandon its regional project and led the region to a
situation that might resemble the one during the Cold War.
