要旨：本研究は、冷戦下「独立外交」の道を模索したトリーホス時代、米国との運河条約交渉に臨むパナマの立場を、 軍事的・イデオロギー的理由によりも経済的理由に焦点を当てながら分析し、普遍的なデモクラシーとは何かを問う。 具体的には、1974年から1981年のグローバル化する国際政治の中に、米・パナマ二国間ではなく、日本、スペイン、イギリスなどの視点も組み入れてパナマを分析する。

発表題目：「国際協力」としての戦後海外移住―移住の効果と現地での認識―

要旨：日本政府は、南米への戦後移住は「国際協力」だと主張してきが、研究者は「棄民政策」だったと批判することも多い。一方で、受け入れ国の政府、そして日系社会は移住を「国際協力」として認識していたかどうかは明らかではない。実際、日系人は現地の社会・経済にどのような影響をもたらしたのか。また、現地政府は日系人の活動をどのように受け止めていたか。本研究では、「国際協力」としての移住を一次資料に基づいて考える。

発表題目：Wind, Solar and Nuclear: Explaining the Strategies of Emerging Power's Energy Diplomacy in Brazil

質疑応答

要旨：At the multilateral level, emerging countries cooperate in the energy transition as signatories to the G20 and the Paris Agreement. However, some of these emerging countries seek joint projects in the energy sector, such as wind, solar, and nuclear power, outside the multilateral framework. Why do some emerging countries prefer the bilateral route to the multilateral route in energy projects? This paper chooses China, India, and Russia's energy diplomacy in Brazil from 2019 to 2022 as a case study. It combines insights from the literature on the political economy of the energy transition and intra-BRICS cooperation to investigate the diverse patterns of energy diplomacy in emerging economies. The results suggest that emerging power’s energy diplomacy is driven more by economic calculations than geopolitical factors.
