Economy and Politics of Latin America in the Second Half of the 2010s: Actual Situation and Perspectives for the Future

2010年代も後半に入り、21世紀世界の見通しがなかなかつかない情勢のもと、ラテンアメリカの政治経済もあらたな変動期に入っている。1980年前後から進展した民主化、そしてほぼ同時期に浸透し始めた新自由主義路線（ネオリベラリズム）による改革とその反動をへて、今世紀の新たな政治経済のあり方が問われている。そこで問われているのは、グローバル化をへた状況における自由と平等（経済課題）、自由と参加（政治課題）をいかにして現実のものとするかという歴史的な課題であり、ラテンアメリカの構造的な課題があらためて問われている。本シンポジウムでは、そうした課題意識から今後研究を進めてゆくための出発点として、ラテンアメリカの現代的位相を分析し、位置づけるとともに、今後の研究課題について検討を深める機会となることを期待している。

Actualmente nos encontramos en la segunda mitad de la década de 2010, periodo en el que la situación global existente no nos permite vislumbrar una perspectiva clara y segura para el futuro de nuestro mundo y sociedad, y la política y economía de América Latina parecen haber entrado también en una nueva etapa de cambio y transformación. Después de pasar por la transición a la democracia y la reforma neoliberal —expandidas casi simultáneamente en la región alrededor de los años ochenta— así como la reacción a dicha reforma en la primera década de este siglo, Amérca Latina encara el desafío de encontrar un nuevo modelo político y económico para el siglo XXI. La cuestión principal es cómo hacer realidad tanto la libertad e igualdad en la economía como la libertad y participación en la política en el contexto aceleradamente globalizado de las últimas décadas. Nuevamente América Latina ha sido llamada a superar los problemas estructurales históricamente presentes en la región. Esta conferencia analizará y examinará la situación actual de la política y economía del territorio latinoamericano como punto de partida para profundizar, en los próximos años, la indagación enfocada en los mencionados aspectos estructurales. De este modo, esperamos encontrar las pautas específicas de nuestro proyecto de investigación que comenzamos este año respecto del desarrollo socioeconómico de América Latina en este siglo.

We are now in the second half of the 2010s when the global situation does not allow us to predict what will happen to the world and society, and Latin American countries also seem to be confronting new challenges and thus shifting to a new paradigm of political economy. After going through the transition to democracy and the neoliberal reforms, which swept across the region in the 1980s and subsequent responses to such reforms in the first decade of this century, Latin America is now searching for a new political and economic model for the 21st century. The primary question is how to enhance economic freedom and equality as well as political freedom and participation in the face of rapidly globalizing forces in the last years. Once again Latin America is called to overcome the structural problems historically embedded in the region. This symposium will attempt to analyze and evaluate the current situation of Latin America’s politics and economy with a special focus on structural conditions in order to lay the groundwork for further in-depth analyses in the coming years. By so doing, we hope to identify specific research agenda regarding Latin American socioeconomic development in this century.
