要旨: During the 1970s and 1980s, most Latin American countries
confronted a deep macroeconomic crisis. The result of this complex
scenario was a sharp increase of poverty and inequality. In order to
overcome their economic misfortunes, Latin American nations undertook
market-oriented reforms, stabilization, and structural adjustment, but
failed to improve socioeconomic performance. Nonetheless, the new
millennium saw a marked extension of coverage across different social
policy areas, a widespread reduction of poverty, and a moderate decline
of income inequality in some countries. This presentation discusses the
changes and continuities that Latin America experienced in the realm of
social policy as well as the possible reasons that explain the advances
that most countries experienced since the early 2000s. Taking insights
from the comparative social policy literature, it argues that a
combination of factors, ranging from the presence of left-wing
governments to the adoption of policy innovations, increasing levels of
electoral competitiveness, civil society mobilization, and the
availability of economic resources due to the commodity boom may account
for the remarkable advances seen in the Latin American region.
